Town Statement - Recognition of Planning Applications and Community Engagement

Council and Staff acknowledge the substantial planning applications and projects currently under review and recently approved. We are aware of and appreciate the community's engagement and interest in these developments.

Our team of professional planners thoroughly reviews all plans and prepares comprehensive reports for Council. Council members, elected to represent the community at large, exercise due diligence in reviewing all applications in alignment with existing policies and other relevant applications.

Council and Staff have received numerous inquiries regarding the following matters and would like to provide factual updates:

King Street Development

Council, in consultation with Town legal counsel, has challenged the Ontario Land Tribunal's (OLT) decision. On May 24, 2024, the Town requested that the Tribunal overturn the decision on review, order a rehearing of the proceeding, or provide any other relief deemed just by the Tribunal. The OLT has not yet provided any timeline for their response to the Town.

Rand Estate

The OLT hearing for the proposed development, initially scheduled for eight weeks starting April 9, 2024, recessed on May 17, 2024, due to OLT scheduling. The hearing will resume on July 29, 2024, for up to three weeks. Eight days have been allocated for the presentation of evidence, followed by responses. The hearing is expected to conclude with oral submissions on August 14, 2024. Written submissions from each party are to be filed within one week following the oral submissions. Further information on the hearing is available at www.jointheconversationnotl.org/rand-estate.

Parliament Oak Decision

Following a detailed review of the technical studies and planning policies, including consideration for all input provided, Staff recommended approval of this Official Plan Amendment and Zoning By-law Amendment application. Council supported Staff's assessment and approved the application. Notice of decision was circulated, and the appeal period ended on July 17, 2024. No appeals were received.

We remain committed to transparency and open communication with our residents as we navigate these important projects and applications.

Thank you.
