NOTL Launches Short Term Rental Compliance Program

Niagara-on-the-Lake is excited to announce the launch of a new compliance program that will streamline the implementation of local rules and regulations for Short Term Rentals. This program makes enforcement simpler, fairer, and more effective for the entire community.

This new Short Term Rental Compliance Program was approved by Council through Report CS-20-027 - Short Term Rental Licensing By-law Amendment.

Granicus' govService Host Compliance, a service specializing in helping local governments manage Short Term Rental compliance and enforcement, is a third-party company hired to assist with implementing this program. With an increasing number of complaints filed against Short Term Rentals in Niagara-on-the-Lake, this pilot program will support local By-law Enforcement Officers and provide increased service to the community by providing 24/7 support for complaint resolution.

"This new compliance program provides resources that complement the great work of our By-law Officers and allows us to fairly and effectively enforce our community's Short Term Rental By-law," said Lord Mayor Betty Disero. "Our priority is to make Short Term Rentals work for everyone in Niagara-on-the-Lake, whether a property owner, manager, neighbour, tourist, or a local business owner."

"Niagara-on-the-Lake is the proud home of over 300 licensed Short Term Rentals," stated CAO Marnie Cluckie. "Our local rental operators work hard to provide beautiful and welcoming experiences for their guests while abiding by municipal rules and regulations. I am confident that this program will assist the Town, and all of its residents, in ensuring that Niagara-on-the-Lake's Short Term Rentals remain a vibrant, safe, and enjoyable experience for all."

The program provides a reliable way for residents to help ensure compliance of the Short Term Rental properties in their neighbourhood through the provision of a 24/7 hotline number and online system whereby residents can easily report Short Term Rentals in contravention of the Town's Short Term Rental By-law.

Complaints regarding problematic activities and conditions, such as excessive noise, illegal parking, or overflowing trash can be made through this new program. The Host Compliance company will contact the owner or property manager to advise them of the complaint. The owner or property manager will be required to respond to the complaint within forty-five (45) minutes. Failure to respond may result in applicable fines.
