Recycling Changes Coming for Businesses and Non-Residential Properties – January 1, 2026
The Province of Ontario’s new Blue Box Regulation means that Niagara Region will no longer provide recycling collection for non-residential (ICI) properties starting January 1, 2026.
This includes businesses, industrial properties, places of worship, institutions, community facilities, and more. Businesses will need to arrange private recycling services before January 1 to avoid disruption.
Staff are exploring options to assist all impacted properties, including potential collection and/or depot options, and will report back to Council in the new year.
The Town understands this is a significant adjustment for all businesses in our community, and is working closely with Niagara Region to support affected properties during this transition.

Blue & Grey Bins
Where can I buy/replace my blue/grey bins?
Residents can contact Miller Waste Systems, Niagara-on-the-Lake's collection contractor, to order new blue/grey bins. Miller Waste Systems will deliver them directly to your home!

- Residents can continue picking up green bins only at Town Hall (1593 Four Mile Creek Road, Virgil). Business owners who show a receipt of bins purchased from the Niagara Region can pick up blue/grey and green bins at Town Hall.

Blue and grey bins can be purchased in person from Miller Waste.

Replacing a Bin
Residents are entitled to one free replacement for one grey bin and one blue bin, provided the damaged bins are available for exchange. Lost, stolen, or weather-damaged bins can be replaced for $15.00 + HST via Miller Waste’s website. Once requested, Miller Waste will schedule a collection of broken bins on your next garbage day.
New Residents
New residents are eligible for one free grey bin and one free blue bin. To qualify, you must provide proof of occupancy within 12 months of your possession date, such as a deed or lease agreement with your name, address, and occupancy date listed.
New residents can pick up their new bins by visiting Miller Waste at 335 Townline Rd, Niagara-on-the-Lake. Door-to-door delivery is also available for new residents. To request delivery, email Miller Waste at area19@millerwaste.ca with:

Green Bins & Kitchen Catchers
Organics and kitchen catcher containers are available at the Town Administration Building in Virgil. Please visit during office hours Monday to Friday between 8:30 a.m. - 4:30 p.m. to pick up your bins.
New homeowners and new renters are entitled to obtain one free Kitchen Catcher and Green Bin. Please provide a copy of your transfer deed as evidence of the possession date of your home, or a rental or lease agreement as evidence of your occupancy date.

Waste Collection

Miller Waste Systems picks up large household items and can be reached at 1-833-621-0726. Residents can also request a household pick-up online.
Garbage containers are not provided and must be purchased by the homeowner or renter.
