The Town of Niagara-on-the-Lake held its regularly scheduled Council meeting on the evening of June 23, 2026, covering presentations, by-laws and various items of Town business. The Town also held a Special Council meeting in the morning on June 26, 2026.

Decision Highlights

Tawny Ridge Phase 3 (Block 27) Draft Plan of Subdivision (26T-18-25-01) and Zoning By-law Amendment (ZBA-19-2025) (PBDS-26-033 and PBDS-26-069)

  • Council approved a Zoning By-law Amendment and Draft Plan of Subdivision for Tawny Ridge Phase 3 in St. Davids, enabling the development of 18 on-street townhouse dwellings on Block 27 and supporting additional housing within the community.

176 Wellington Street (Former Hospital Site) – Procurement Process (CAO-26-018)

  • Council approved a procurement framework for the future redevelopment of the former hospital site at 176 Wellington Street, including a two-stage RFQ/RFP process to identify qualified partners and advance a community-focused vision for the property.

Asset Management Plan Update – Proposed Levels of Service Selection and Funding Strategies (CS-26-029)

  • Council approved proposed Levels of Service and long-term funding strategies for the Town's Asset Management Plan, establishing a sustainable approach to investing in roads, stormwater, water, wastewater, and other municipal infrastructure while addressing the Town's infrastructure funding gap and supporting long-term service delivery.

2025 Building Permit Fees Annual Financial Report (CS-26-028)

  • Council approved the 2025 Building Permit Fees Annual Financial Report, which outlines building permit revenues, service delivery costs, and recent fee adjustments aimed at improving cost recovery and supporting the long-term financial sustainability of the Building Services program.

Application to the Development Charge Reduction Program (DCRP) (CS-26-030)

  • Council approved the submission of an application to the Canada-Ontario Development Charge Reduction Program, which provides funding for infrastructure projects that support new housing and encourages municipalities to consider temporary development charge reductions. After Council approved the report, Staff reviewed the program requirements and determined that none of the Town's current projects are eligible for funding at this time (Staff Report CS-26-032). Staff will continue to monitor future funding opportunities as Town projects progress and Program requirements change.

Mississagua Street Reconstruction Capital Project Budget Amendment (PWIS-26-003)

  • Council approved a capital budget amendment of up to $1.25 million to replace approximately 390 metres of sanitary sewer on Mississagua Street as part of the upcoming road reconstruction project, improving long-term infrastructure reliability while reducing future disruptions and costs.

Motions:

Supporting Outdoor and Experiential Education as an Essential Part of Public Education in Niagara – Moved by Councillor Vizzari

  • Council approved a motion requesting the Province of Ontario recognize outdoor and experiential education as an essential component of public education, strengthen funding for these programs, and support continued collaboration among municipalities, school boards, and community partners to expand equitable access to nature-based learning opportunities.

Request to the Province of Ontario to Extend the Deadline for Notices of Intention to Designate Listed Heritage Properties – Moved by Deputy Lord Mayor/Councillor Wiens

  • Council approved a motion requesting the Province of Ontario extend the January 1, 2027, deadline for issuing Notices of Intention to Designate listed heritage properties to January 1, 2030, or another reasonable timeframe, to provide municipalities with adequate time to evaluate and protect significant heritage resources.

Tree Canopy Replacement - Glendale Skyway Project – Moved by Deputy Lord Mayor/Councillor Wiens

  • Council approved a motion requesting the Ontario Ministry of Transportation replace trees removed for the Glendale Skyway project through a native tree planting program, prioritizing the proposed Glendale Eco Park and other local areas to restore and enhance Niagara-on-the-Lake’s tree canopy.
