Notice of Public Information Centre #3: Glendale Secondary Plan Update 
The Secondary Plan and urban design guidelines are proceeding through the typical three phase process – background review, land use option evaluation, and preferred land use plan and policies. To date, the project team has completed phase one and two, and is currently in phase three. The project team has prepared a draft secondary plan and schedules, as well as draft urban design guidelines, for review and input.

The Secondary Plan update is informed by various technical studies, including:

  • Transportation assessment identifies the benefits, impacts, accessibility, and infrastructure requirements for all transportation modes in a manner that aligns with projected needs.
  • Infrastructure study reviews existing municipal servicing capacity and identifies any infrastructure upgrades required to implement the proposed land use and population projections.
  • Natural heritage/subwatershed study reviews the natural heritage features and environmental constraints within the study area. This study includes three main review components: environmental features, stormwater management, and groundwater.
  • Commercial/employment lands study assesses the potential market opportunities for new commercial and employment opportunities to serve the existing and future residents and visitors.
  • Financial impact study evaluates the growth-related impact of the Glendale study area. The study will assess local and regional municipal capital and operating budget requirements related to the development of the study area and consider the timing of infrastructure and facility investment as it relates to servicing development in Glendale.

Information from the above studies has been used to inform the draft Secondary Plan and urban design guidelines.

A final public information centre will be held on August 14, 2024 at Town Hall. Details will be posted when confirmed.

Thank you to those that participated in Public Information Centre #2. The purpose of this engagement session was to present the emerging land use concept, more details of the technical study work, and collect input from the public.

We welcome all comments and feedback on the content of the presentation. We are requesting comments on the PIC #2 information by July 7, 2023.

The next engagement session for this project will be planned for the fall.
 

About the Project

Niagara Region and the Town of Niagara-on-the-Lake are working together to prepare an update to the Town of Niagara-on-the-Lake's Glendale Secondary Plan. The project will result in updated policies and mapping to align the secondary plan with the Town and Regional-Council endorsed Glendale Niagara District Plan.

A consulting team, led by the Planning Partnership has been retained to lead the secondary plan update. They will be supported by a range of technical experts.

The project will assess the land use concept/demonstration plan that was prepared as part of the District Plan process through the completion of the following supporting technical studies:

  • Background and planning review;
  • Transportation assessment;
  • Infrastructure study;
  • Natural heritage/subwatershed study;
  • Commercial/employment lands study;
  • Urban design guidelines study; and
  • Financial impact study.

The above technical studies will assist in refining the land use direction for Glendale and set a policy framework to achieve this.

Consultation with the public and stakeholders will also occur regularly over the course of the project.

The Region will continue to engage those that participated in the District Plan engagement process.

The final outcome of the secondary plan update will be an amendment to the Town’s Official Plan that will contain policies and guidelines for development and redevelopment in the area.

Project Area

The project area follows Queenston Road to the north, Concession 7 Road to the east, the Niagara Escarpment to the south and Homer Road to the West, and includes:

  • Outlet Collection at Niagara
  • Niagara College Campus
  • Existing residential development south of Glendale Ave.
  • Hospitality uses on both sides of the QEW providing convenient access from the highway for visitors
