An invasive species is an introduced species to an environment that becomes overpopulated and harms its new environment. Invasive species can adversely affect habitats and bioregions, causing ecological, environmental, and/or economic damage.

Invasive Phragmites Program
Phragmites, also known as European Common Reed, is an invasive plant that can spread rapidly, displace native vegetation, and damage infrastructure. It thrives in wet conditions and commonly impacts drainage systems, roadside ditches, stormwater areas, and other wet environments. The Town is undertaking management efforts to control invasive Phragmites at priority locations. Starting early to mid-September 2026, treatment will include the application of herbicide at selected priority sites. These areas include:
- Paxton Lane Storm Water Management Pond (September 14-18)
- Warner Road/Sparky's Park Storm Water Management Pond (September 14-18)
- Townline Road Storm Water Management Pond (September3-4, with a rain date of September 8-9)
- Niagara-on-the-Green Storm Water Management Pond, closest to the college (September 14-18)
- Section of Line 9 Road, near the Cannery (September 14-18)
- Four Mile Creek #4 Drain (September 14-18)
All herbicide applications will be completed by a qualified contractor holding the required certifications and licenses registered with the Ontario Ministry of the Environment, Conservation and Parks (MECP). Work will be carried out in accordance with applicable provincial and federal legislation, product requirements, and industry best practices. Treatment applications will not be completed during windy or rainy conditions and will only proceed when weather conditions are suitable. These actions are to reduce the risk of spray drift and runoff.

Oak Wilt
Oak wilt is caused by a fungus particularly susceptible to Red Oaks and spreads naturally through root grafts or beetles carrying fungal spores.
The public can help slow the spread of oak wilt by reporting any suspect finds to the CFIA. To report a suspected detection or for updates about oak wilt, the public can visit Inspection Canada's Oakwilt page.

Spotted Lanternflies
The Spotted Lanternfly is a sap-feeding planthopper originally from Asia. Adult Spotted Lanternflies are large (2.5 cm in length) and brightly coloured. Spotted Lanternflies can weaken or kill plants by feeding on sap and excreting sugary honeydew, which promotes the development of sooty mould.
In accordance with the directives from the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA), who has been monitoring Spotted Lanterflies since 2016, Spotted Lanternfly Traps have been installed to safeguard Niagara-on-the-Lake's plant population. The trees, located in Old Town, were selected by OMAFRA and Town Staff. The species and locations were considered ideal candidates for the Spotted Lanternfly.

Japanese Knotweed
Japanese knotweed is native to eastern Asia and was introduced to North America as a horticultural plant in the late 19th century. It can grow in a wide range of habitats, including riparian areas, wetlands, roadsides, ditches, and fence lines. It forms dense thickets of bamboo-like vegetation that aggressively outcompetes native plants and negatively impacts wetland and riparian areas. This invasive plant has hollow, smooth, purple to green-coloured stems up to 2.5 cm in diameter.

Plum Pox Virus
What is Plum Pox Virus?
Plum Pox Virus (PPV) is a serious plant disease that affects stone fruit species of the genus Prunus, including peaches, nectarines, plums, apricots and ornamental varieties. It does not kill trees but can drastically reduce yields and does not affect human or animal health.
PPV is spread by aphids and through the movement or propagation of infected plants.
Portions of the Niagara Region, including the Town of Niagara-on-the-Lake and the City of Hamilton, are currently under federal quarantine for PPV. Regulations are in place to prevent the spread of this pest by prohibiting the movement of specific plants of the genus Prunus out of the quarantine area.
Canadian Food Inspection Agency (CFIA) Annual Summer Survey for the Plum Pox Virus
The CFIA has initiated the annual summer survey for the Plum Pox Virus (PPV) which will be conducted in Niagara-on-the-Lake, Stoney Creek, Lincoln, Grimsby, Beamsville, Vineland, Jordan, St. Catharines, Thorold, and Niagara Falls. The survey will conclude by the Fall of 2024.
CFIA Inspectors will go door-to-door to sample PPV-susceptible plant species and verify compliance with the current propagation ban. Property owners in these municipalities may see CFIA inspectors on their property. CFIA Staff conducting the survey will have CFIA identification badges and wear orange safety vests to make them easily identifiable.
